Just to add to this. Local jurisdictions differ greatly concerning what is
allowable and not allowable in this regard. For example, in the area where
I live (the DC area) PEPCO (the area electric utility) will allow you to
go out and hire a private electrician to install a whole-building surge
protector. On the other hand, up the road in Baltimore, the electric
utility there, BG&E, insists upon doing the job itself and will charge a
monthly fee for this service.
