As for PoE cameras, I believe Linksys manufacturers one but I have never
actually used it. There are probably a host of options out there. Just be
sure to check the power requirements of the camera against the PoE line
power from the switch.

As for power surges, I have seen site wide units but this is a MAJOR
expense. The few places I have seen it cost the companies dearly. The more
cost effective solution for your new server room may be some high-end
uninterruptible power sources (UPS). UPS' are more than battery backup
units. Most if not all should also provide line power conditioning to the
equipment plugged into it to protect against power surges (and power drops).
