email broadcasts to parent groups

What systems do your schools use for sending out emails to groups of
parents? Our current email server software (ipswitch's imail server) has
allowed us to create customized lists such as parents@ and fourthgrade@.

We are changing our email solution away from POP3, probably to Google
Apps/Ed. We haven't resolved how to replace our 'volume' email procedures.


We'd like to be able to
-> create multiple customized distribution lists; specific administrator
accounts need CC copies from every list.
-> build these lists from our database (PCR) or at least from a CSV file
-> mask the recipients' addresses (send as BCC or simply indicate that it
was sent to the group)
-> control list of senders (e.g. We don't want parents to be able to send to
a list. At the very least this reduces the chances of those 'reply all'
mistakes!)
-> customize subject lines e.g. [PARENTS] so that it is clear that the email
is being sent to the list.
-> set message size limits to prevent overly large emails (in the past some
of our teachers have sent out 30 MB emails to lists with 50 addresses on
them!).

ANY hints or guidance would be welcome. Free is great, but we'll pay if we
must. Also, we're looking seriously at Google Apps/Ed so any suggestions
specific to that package would be extra useful. We're also looking at
Zimbra but that is a long shot given the cost differences. Feel free to
reply off-list if this has been discussed previously.
