Drupal can be completely locked down as well --
additionally, unlike Ning, Drupal can authenticate
against a pre-existing set of user data (so users
don't need to create Yet Another Account). Within
Drupal, you can also have multiple layers of access
control, so within your walled garden site you can
have groups which are open to all site members, invite
only, or require group moderator approval.
Also, unlike Ning, Drupal provides mechanisms to move
your data between sites, so that your content and user
information isn't locked inside your site. Ning has
made some rudimentary efforts to become less of a
content silo, but they all require some php expertise
to access. Any user who has the ability to access the
limited portability offered by Ning can do more with
their time using their talents to modify an Open
Source tool.
Also, unlike Ning, Drupal (and other open source
alternatives) don't come with advertising. There is no
need to get a "premium" account to eliminate the ads.
