middle school cell phone policies,guidelines, and consequences

We are looking for some examples of rules, regulations, guidelines for stu=
dent cell phones in school Our expectations is that the students may carry =
them around as a way to avoid theft, but they should be turned off. Parent=
s want their students to have them for purpose of afterschool communication=
with home,etc. Plus, a number of these same students use their phones as a=
n mp3 source for music after school.
We are experiencing an issue with texting during classes ( in their pock=
ets without looking! What a skill!) and that is only what we are aware of.
Currently, our policy for cell phones that we even see during the school da=
y is to take them from the student. A call is given to the parent who needs=
to come in a pick the phone up in order to return it to the student.
We would be interested to learn about your policies, guidelines, and cons=
equences. Any tips you could share would be most appreciated.
