Not strictly.  The main "webmaster" is our Communications Director.   
She is the final arbiter on any web content/design questions.  She  
consults with me regularly for my opinion, but in general she makes  
the decisions.  I am responsible for maintaining the back-end data  
(user accounts for students, parents, faculty, etc) which is mostly a  
matter of once a year imports from our other databases and  
troubleshooting now and then.  There are other content creators in  
various offices around campus -- they have access to limited portions  
of the website for their changes.  For example. a member of the  
athletics department maintains a few pages in the Athletics section --  
he can post news items, change pictures, etc.  The web-based schedule  
is pulled automatically by Finalsite from ScheduleStar (which are  
Athletics Office must use for all game scheduling).

The principal has a blog and he uses the Finalsite-based email system  
to send out monthly Principal eNewsletters.  Other than that, no other  
member of the Academic Administration can update content on the site.

I'm the only one with any real responsibility with the site.  I  
maintain the user accounts and I'm also responsible for any per-user  
file uploads.  We use the website portals for posting PDFs of mid-term  
reports, quarterly report cards, schedules, etc...

No.  It's one part of the Director of Communications job.
>   - Who within the school attended training on how to utilize the CMS?
The Director of Communications and I did.  We have done all other  
training for users who have the right to modify content.
