Some quick thoughts here:
Do you have an .htaccess file in that dir?
Does it allow file downloads?
Does it do any filtering based on filename extensions; ie, are odt file downloads allowed?
These are the things I's look at first --
Also, fwiw, the tinyurl you sent resolved to:
http://web.mph.net/academic/computer/kgatling//burgers.odt -- note the double slash before the filename.
