We use 1&1 Hosting. We tried hosting it on our servers for a bit but

I am responsible for the updating of the website. I have a grid that
shows me what days each part of the web needs to be looked at, to
ensure that we have the most up to date information. We switched all
of our teachers personal web pages to blogs and they are responsible
for adding content.

I am not sure where they funding comes from. It costs us $9.99 a month
for hosting, so I wouldn't doubt that it is out of the Tech/
Communications Budget
