I would recommend defining your priorities/what you want to accomplish from your LMS - most platforms that call themselves an LMS do very different things.
For a Sakai vendor, I would recommend rSmart: http://www.rsmart.com/
I do not have any recommendations for a Moodle vendor.
In evaluating platforms, you might want to look at http://atutor.ca/ -- it's also open source, and has a solid featureset.
