1. The laptop is owned by the school, so the parents can't add the
laptop to their homeowners insurance or take out private insurance.
2. The parents aren't paying anything separate.
I would say there are two possible ways to handle it:
Add an insurance cost to the tuition, and the school buys replacement
insurance.
Or, what we did at our last school, is have parents sign a waiver saying
if the student laptop repairs were not covered by the standard extended
warranty, they had to pay for the repairs in full or pay to get a new
laptop. This would include if the laptop was stolen, misplaced, etc.
The parents had to pay the school for the broken or stolen laptop, and
the school bought a new one. The new one was still owned by the school.
