There are a few options:
Many Automated Emergency Alert Systems have SMS as an option and there
is a good list on the Wiki
http://schoolcomputing.wikia.com/wiki/Emergency_Planning
Schools Out.com is worth mentioning separately because their basic email
and web service is free, but parents can opt to pay $20/year to receive
SMS.
You can just use an existing mass-email facility since most carriers
have email to sms options:
T-Mobile: phonenumber@tmomail.net
Virgin Mobile: phonenumber@vmobl.com
Cingular/ATT: phonenumber@cingularme.com
Sprint: phonenumber@messaging.sprintpcs.com
Verizon: phonenumber@vtext.com
Nextel: phonenumber@messaging.nextel.com

Then there are a Do It Yourself options like this Drupal plug-in:
