While I don't have much good to say about Bluehost, you will likely have similar issues with *any* shared host.
Most shared hosts oversell their accounts, so that your site could be one of hundreds vying for limited server resources. If another site on your server (or in the case of cloud computing, pulling from the same pool of allocated server resources) gets busy, your site will slow down. This can be expecially painful on database driven sites, where multiple sites can be using the same database server.
At some point, you should consider moving up to a Virtual Private Server (VPS), or some type of dedicated server (a box dedicated to only your sites). These are more expensive, but generally come with better customer support. However, saving money on hosting doesn't add up to much savings if people are put off by bad performance.
We use Slicehost for some of our development infrastructure. A client of ours recently went with http://www.inetu.net/ -- one of their concerns was a hosting company that did not host any hate sites, and INetU met that need. We will likely be switching to them ourselves in early 2010.
I can also recommend staying away from Westhost -- We have hosted sites with them for the last 3 years, but their quality has deteriorated over the last 5-6 months.
