I think I am on the record saying this is a war that can not be won and you=
r best case is to put in enough restrictions to keep those who are testing =

I generally spent 2-4 hours a month looking at the web sites with the highe=
st use for any given month and checking to see what they were.=A0 If they w=
ere proxies, or inappropriate sites=A0I would block them and then pull the =
history to see which students had abused that privilege.=A0 I used a Cympho=
nix appliance ($2K=A0+ 700/year maintenance)=A0to gather the reporting, but=
there are many solutions.=A0=0A=A0=0ALet's say you earn $40,000/year.=A0 T=
hat means the school is spending approximately $10,000/year (by hiring you)=
to fight the use of anomyizing sites for 10 hours/week.=A0=A0 There are a =
number of good technical solutions (for under $2K) that even if they are on=
ly 80% effective, and assuming you are 100% effective would save the school=
$6K+/year.=A0 It could also be a question to the administration, "Do you w=
ant me spending my time this way or would you be comfortable with the follo=
wing precaution that would allow me to spend 8-10hours a month on proxy fig=
hting."=A0 Either way, to someone who is not familiar with all the details =
your current approach does not appear=A0to=A0provide=A0the optimal cost-to-=
